Make-up alone is not enough
No, make-up does not protect the skin on your face enough against UV radiation. The layer of makeup you apply is not thick enough to provide adequate protection. You need seven times the amount of protection in a standard foundation and fourteen times the amount in a powder to be sufficiently protected from sunlight. So always wear sunscreen for your face under your make-up in the summer.
